Job Description

1. Overall summary of the job:
FIND will sign an MOU with VNTP to support COVID and tuberculosis bidirectional testing at primary health care PHC facilities in Vietnam with aims to i Improve capacity of VNTP network at PHC level on simultaneous testing for COVID and TB; ii Demonstrate feasibility to implement integrated COVID and TB testing service at CHSs; and iii Demonstrate impact of integrated COVID and TB testing service at CHSs on TB testing

The main role of the consultant is to oversee project activities and together with VNTP, coordinate and monitor activities to achieve project objectives. The consultant will also work with clinic and lab experts from FIND, VNTP to develop training package, job aids, community campaign leaflets etc. She/he will play a crucial role in project initiation training, capacity building, project progress report, monitoring, and evaluation; support the 48 health facilities actively participate in the project. The consultant will also participate in other work of FIND, that include but not limited to seeking funding opportunities, promotion of collaboration with partners and preparation of applications for fundraising.

2. Responsibilities: (list in order of importance and/or time spent)
- Coordinate and monitor COVID-19 and tuberculosis bi-directional testing at PHC health facilities (HFs) in Vietnam; oversee project activities, ensure activities are progressed and well implemented at PHC HFs by closely monitoring of clinical and lab work.
- Participate in preparation of training packages and provision of training.
- Conduct progress reporting, monitoring and evaluation.
- Order and follow up procurements and imports of equipment and supplies for the COVID/TB projects and other FIND projects.
- Participate in the coordination and implementation of other FIND's projects and work in Vietnam.
- Seek funding opportunities, develop collaboration with new partners, extend network, participate in stakeholder meetings and prepare applications for fundraising.
- Organize and coordinate trainings, meetings, workshops and seminars related to FIND projects and work.

Reporting line: The position will report to FIND Vietnam Office Head.

3. Knowledge and skill requirements:
- At least 3 years' experience in operational research, demonstration studies, preferable in tuberculosis and/or diagnostics, with project development, coordination and implementation experience.
- Advanced scientific degree (MSc or higher).
- Knowledge of PHC system in Vietnam.
- Working experience with INGO/NGO medical/health programs is an added advantage.
- Ability to work without close supervision, as well as work under pressure.
- Outstanding organizational, planning and presentation skills with good sense of priorities.
- Effective communication and interpersonal skills, strong team spirit, work well in teams of multi-cultural backgrounds.
- Ability to pay close attention to detailed and dedicated to the job.
- Fluent in verbal and written English.

4. Compensation offered:
- The gross remuneration budgeted for the position shall be commensurate with the qualifications, experience of the selected candidate.
